Global Value Chain (GVC)-oriented industrial policies include both policies for GVC participation and for value capture. In this talk we will discuss the institutional capacities required to design and implement these policy tasks, with selected illustrative and theory building evidence from emerging countries. We will argue that the pursuit of an ideal-type institution with adequate capacities should be replaced by the search for specific capabilities to carry out specific GVC-oriented policy tasks.

Carlo Pietrobelli is a professor and policy advisor on innovation and industrial development and policy. He holds a UNESCO Chair on "Science, Technology and Innovation Policies for Sustainable Development in Latin America" at the United Nations University UNU-MERIT, Maastricht. He is also a Professor of Economics at Roma Tre University, Italy, and former Dean of Economics (2019-2022). During 2009-2016 he was a Lead Economist at the Inter-American Development Bank. He holds a PhD in Economics from Oxford University and his last books were published by Harvard University Press, Edward Elgar, and Palgrave.
