Outline:
Fusion energy has made significant scientific advances over the past several years such as net-energy breakthrough in December of 2022. At the same time, a number of private fusion companies in U.S.A. argue that they are on a faster path to turning these scientific advances into commercial energy production at scale, many planning to deliver first electrons to the grid in the early 2030s.
US government announced U.S. Fusion Energy International Partnership Strategy which will support the timely development, demonstration, and deployment of commercial fusion energy in strategic areas like research and development and harmonization of regulatory frameworks.
Commonwealth Fusion Systems is the leading company to have fusin into commercialization with demonstration facility SPARC which is under construction and will be commissioned next year 2025.
Helical Fusion and Kyoto Fusioneering are leading Japanese private fusion companies with competitive technologies to accerelate fusion commercialization.
They also have important roll of supply chain development for Fusion technologies.
At this seminar, Mr. Rick Needham, Dr. Takuya Goto and Dr. Satoshi Konishi will give their views and some suggestions to us.
After three presentations, Prof. Hiroshi Yamada of Univ. of Tokyo, Mr. Daisuke Baba of the Cabinet Office at GOJ will give their insight as discussants about technical challenges and public private partnership including international cooperation.
Prof. Hisanori Nei of GRIPS will moderate the panel discussion and Q&A sessions.

フュージョン(核融合)エネルギーは、2022年12月に、米国国立研究所により正味エネルギー実現など、過去数年間で大きな科学的進歩を遂げてきました。同時に、米国の多くの核融合ベンチャー企業は、これらの科学的進歩から、大規模な商業エネルギー生産に導くためのより速い方策があると主張しており、その多くは2030年代初頭に最初の核融合エネルギーからの電気を電力系統に供給することを計画しています。
米国政府は、研究開発や規制枠組みの調和などで、商業用フュージョンエネルギーの実現に向けて、タイムリーな開発、実証、展開を支援する米国フュージョンエネルギー国際パートナーシップ戦略を発表しました。
昨年2月28日の本学におけるセミナーでボブ・マンガード社長から活動計画を発表したコモンウェルス・フュージョン・システムズは、米国のベンチャー企業のリーダーで、現在建設中のトカマク炉による実証施設SPARCを2025年に稼働し、その実証が成功すれば、2030年代前半に商業炉ARCの商業運転を開始するとしています。
ヘリカル・フュージョンと京都フュージョニアリングは、核融合の商業化を加速するための競争力のある技術を持つ日本の核融合ベンチャー企業です。また、核融合技術のサプライチェーンの重要な柱を担っている企業でもあります。
本セミナーでは、3社を代表して、リック・ニーダム氏、後藤拓也氏、小西哲之氏に各社の戦略と活動をご紹介いただき、フュージョンエネルギーの商業化のための示唆をいただきます。
3つの発表の後、核融合を専門とされている東京大学の山田弘司教授に特にSPARCについての技術課題克服に関するリスクと期待を、日本政府の核融合戦略を主導されている内閣府の馬場大輔 参事官からフュージョンエネルギー商業化に向けた戦略、特に官民連携と国際協力の方向性についての示唆をいただきます。本セミナーのモデレーターは、政策研究大学院大学の根井寿規教授が務め、パネルディスカッションと質疑応答を行います。

本講演では、政策立案における最新の技術として注目を浴びる「オルタナティブデータ解析」に焦点を当てる。オルタナティブデータは、従来の統計や公的資料以外の情報源から得られるデータであり、主にソーシャルメディア、センサーデバイス、GPSデータ、衛星画像などが挙げられる。講演では、機械学習や自然言語処理を活用して大規模なデータセットから意味のある情報を抽出する手法など、最新のオルタナティブデータ解析技術について解説する。これらの技術の進展が、政府や公共機関が迅速で正確なデータを活用して意思決定を行う上でどのような影響を与えるかを考察する。また、本技術の進展がもたらす可能性と同時に、注意が必要な課題について議論する。これにより、参加者が最新技術を理解し、将来の政策決定において効果的に活用するための洞察を得ることが期待される。

Outline:
The innovation system is a key concept in Schumpeterian Economics, which can be analyzed at national, regional, sectoral and even firm levels.
Prof. Keun Lee will introduce his recent works on measuring national innovation systems (NIS) of 45 countries around the worlds, classified into mature, catching up and trapped NIS, using 5 indicators of NIS made up using patent citation data. Also, similar analyses are conducted for 30 regions/cities around the world to show the similarities and differences among them in terms of 7 variables expressing RIS of the cities. A key focus is to identify key characteristics of successfully catching up or upgrading cities, compared with cities in advanced and other emerging economies.
