In recent years the notion of demand-driven innovation policy has gained ground in several European countries as well as the European Union and OECD. The new policy orientation argues that innovation policy has predominantly employed measures addressing the supply side (R&D grants, loans etc.) while neglecting other highly potential instruments addressing the demand for innovation. These instruments - most notably public procurement, regulation and standardisation - are regarded as measures through which governments can effectively promote demand for new technologies, products and services.
Finland has been among the first countries to introduce innovation policy with an explicit demand orientation. The presentation reviews recent developments in implementing demand-oriented innovation policy in Finland by discussing progress achieved and challenges encountered. Reflection is also made with corresponding developments in the European arena.
