Outline:
There is a project initiated by JICA and the Bangladesh government, which was led by the aspiration to provide IT professionals in Bangladesh with a valuable credential - a national certification. This project then evolved with the aim of addressing two pressing issues: the shortage of IT talent in Japan, and the scarcity of IT job opportunities in Bangladesh. It has become a collaborative platform engaging IT companies, universities, government bodies, and local authorities in both countries, with the goal of helping Bangladeshi IT professionals thrive in Japan. In this seminar, I explore how these projects have been carried forward and implemented. I also discuss the inception and operation of the so-called "Miyazaki-Bangladesh model", a cooperative framework involving industry, government, and academia. Lastly, drawing from these experiences, I propose recommendations for future policies on nurturing and accepting foreign IT talent in Japan.
