近年、需要主導型イノベーション政策はEU、OECDの他、欧州の数カ国で支持を得ている。新しい政策の方向性としては、イノベーション政策はサプライサイド（研究開発費やローン）の課題に対する対応策が圧倒的に活用される傾向にあり、イノベーション需要に対応するための潜在的方策には目が向けられていない。これらの方策、例えば公共調達や規制、標準化などは、新技術や製品、サービスに対する需要を効果的に増やすことができる手段と考えてられている。
フィンランドは明示的な需要志向をイノベーション政策の中で打ち出しおり、そのような政策を導入している国の１つである。本セミナーでは、フィンランドにおける需要主導型イノベーション政策の実施について、成果や課題を議論しながら、近年どのような進展があったのかを紹介する。また、これに関連した欧州地域における発展についても考察を行う。
