Many central banks around the world are exploring central bank digital currencies (CBDCs). Its motivation differs across jurisdictions, but approaches of most central banks tend to be macroeconomic, aiming to enhance payments inclusion and efficiency, as well as ensure competition, privacy and the integrity of their payment system. This seminar covers, starting with basics of money and CBDC then referring to the global landscape of CBDC explorations, characteristics and possible policy challenges of retail payments market in Japan, roles expected for a possible CBDC, its technical challenges and design considerations.
世界中の多くの中央銀行が、中央銀行デジタル通貨（CBDC）の研究に取り組んでいる。その動機は国情に応じ様々だが、多くの中央銀行はマクロ経済的なアプローチから、決済サービスにおける包摂性や効率性の改善、決済システムの競争、プライバシ、高潔性の確保を念頭に置き検討を行っている。本セミナーでは、まずマネーとCBDCに関する基本概念を確認したうえで、CBDCに関するグローバルな流れを参照し、日本のリテール決済市場の特徴と政策上の課題、CBDCを導入する場合に期待される役割、技術的課題、制度設計上考慮すべき点について概観する。
